On 4 November 2025, the West Africa Civil Society Institute (WACSI) joined civil society actors, media representatives, activists, and content creators from Ghana and Ukraine for a dialogue on “How to Identify and Combat Disinformation.”
Organised by the Institute of Innovative Governance with support from the International Renaissance Foundation and the Open Society Foundation, the event explored the growing challenge of disinformation and propaganda, particularly in the context of the war in Ukraine and its influence in Europe and West Africa.
The dialogue opened with a speech by the Chargé d’Affaires of Ukraine in Ghana, Mr. Ivan Lukachuk, who spoke about how disinformation and artificial intelligence are being used by Russia to shape the narrative of the war. “A typical case of disinformation that has come out of this war with Russia is the price increase in commodities around the world being linked to the war in Ukraine, which is not true because our engagement with global trade isn’t as significant to affect everything universally,” Mr. Lukachuk shared.
The first session, titled “Exchange on Disinformation and Foreign Information Interference and Manipulation in Europe and West Africa,” was facilitated by Andrea Castagna, Tech Policy and European Affairs Specialist. He guided participants through practical techniques for identifying AI-generated images used for disinformation, including detecting AI noise and analysing metadata.
The second session, led by Anna Melenchuk, Project Officer and Focal Point for the EU Neighbourhood, focused on the role of civil society organisations, media, and content creators in combating disinformation and foreign information manipulation and interference (FIMI). She outlined effective tools and collaborative strategies for strengthening information integrity and public trust.
At the end of the dialogue, participants agreed on the need to establish a community of practice that will continue the discussions initiated during the event and foster collaboration among Ghanaian and Ukrainian civil society actors, media professionals, and digital content creators to collectively address disinformation challenges.
